MXP,,,, very picky on cd quality... say i have a cd that works on 98 even though it has a few scratches,, it most likely wont work on xp...i dont know why, but is there anyway that i can make it less strict.

Could be that one is playing it as analog, the other digitally. Depends on the program you use to play it, but in Media Player, you can switch between the two types in options. Think in 2k/XP it is also selectable in the CD propoerties.

Well... in WinXP and Win2k and Windows Media Player, you can change the behaviour of the how the CD plays back.
Analog is the "old" method, and lets the drive do the reading and decoding of the audio data, passing an analog signal to your soundcard.
Digital playback means the computer reads the data off the CD, then decodes and sends it to your soundcard digitally. This means less chance for noise and distortion so can give higher quality playback.
As the two methods are different, they could treat a scratched disk differently. I suspect the digital playback might have more problems, if so you can try turning it off.

And here is the option in Media Player... try turning on/off error correction and digital playback.
