I think this project gathers all the requirements for participating in the DC-Vault. I myself created an account a couple of months ago, they have teams, and they're active.

Created an account an a new team so those criteria are met. Now for the stats pages...

Drawback is that you cant seem to search for a specific team via a search function but instead have to go through an alphabetical list. It also uses team identifiers à la d.net, wcg, 17ob and grid which doesnt makie it Vault friendly (maintenance wise) as every team has to be added manually in this case but that is not really a factor to exclude it :)

You can also check the teams listing sorted by total nets or computed time (both appear side by side)
By tinkering a little with their stats link I found out that if one changes the "sp=" to some number the listing will start on that number, and the "a=" means how many teams to get.
Here's a link prepared to get the first 1,000 teams. Since there aren't 1,000 teams it lists up to how many it has.
