I have always wondered how you 'decode' an IP address :)

If you mean find out who it belongs to, you need to do a reverse IP lookup.
Try typing "reverse whois" into google and see what you get. :)

why would u wanna find out whos on the other end of the IP :confused: I didn't say I wanted to find out who was on the other end, I just wanted to know how or should I say "Wanted to know what all the number meant, is one set the country. There was no evil plot behind my question, so sorry to those who felt I was secertly planning a raid or something. Anyway Sorry

Ahhhh.
So thats what you want to know rusty
Then try going along to www.whatis.com and type in the search IP
While you are there you may want to do a search for
TCP
DNS
OSI
Packet
TCP/IP
IP Address
Subnet
as they all are related in a networking sense.
